Description

1.

The Kingdom of Swaziland (hereinafter referred to as “the Borrower”) has applied for a loan from the European Investment Bank (hereinafter called “the Bank”) towards the cost of the Lower Usuthu Smallholder Irrigation Project (LUSIP) II, and intends to apply part of the proceeds of this loan to cover eligible payments under the contract. This International Invitation for Tenders relates to the contract for the Construction of the Secondary Distribution Systems and Pump Stations and Roads for Contract 1: 2 826 ha of the Matata Block (Off-takes 1, 2 and 3).

The Kingdom of Swaziland has appointed the Swaziland Water and Agricultural Development Enterprise Ltd (SWADE) as the Executing Agency for this Project, which is situated in the south eastern part of Swaziland, in the Lubombo Region.

The Contract for the Construction of the Secondary Distribution Systems and Pump Stations and Roads for Contract 1: 2 826 ha of the Matata Block (Off-takes 1, 2 and 3) will be procured under open procedures in accordance with EIB Guide to Procurement 2011 Edition, as amended where specific considerations within the European Investment Bank (EIB) required a change as set out in the Banks Guide to Procurement

The principal objective/s of this Project are:

• Reduce poverty and to improve the standard of living of the smallholder farmers in the Lower Usuthu Basin by commercialization and intensification of irrigated agriculture from the subsistence farming currently practiced.

• Provide on-farm employment and non-farm employment annually.

The Contract includes the following components (hereinafter called “the Works”):

• Construction of secondary distribution systems to serve approximately 2 826 ha of irrigation development within three (3 No.) off-take areas of the Matata Block (Off-take areas 1, 2 and 3).

• Works in each off-take area shall consist of pipeline networks with associated booster pump stations, valves and ancillaries and the construction of haulage/ service/ access roads.

• The Works will include pipeline civils components, pipeline mechanicals and structural components (valves, chambers and ancillaries), pump station mechanical, electrical, control and instrumentation (C&I) and structural components and the construction of graveled access/ service roads running along certain of the secondary distribution pipelines to facilitate construction and later permanent access into the irrigation area.

The contract is expected to be implemented from 1st October 2017 to 31st July 2019. The criteria to be used in the tender evaluation are; in decreasing order of importance, as defined in Volume 1, Section III and is partly repeated below;

A complete set of Bidding Documents may be purchased by interested bidders upon the submission of an application to the above address, and upon payment of a non-refundable fee of SZL 2,000.00 cash as from 15th May 2017 to the 12th June 2017

On request, against a faxed copy of the evidence of the remittance, the Bidding Documents may be sent by courier service of the transport is previously ordered by the Bidder in his country. The Borrower bears no responsibility for a delivery of such a case.

9.

A Bid Security of SZL15 million fulfilling the conditions indicated in the Bidding Documents must accompany all bids.

All bids must be delivered in closed envelopes bearing the mention “Bid for Construction of the Secondary Distribution Systems and Pump Stations and Roads for Contract 1: 2 826 ha of the Matata Block (Off-takes 1, 2 and 3), not later than 11h00 on the 11th August 2017 at the following address:
